Trump's former national security adviser told a business associate that us sanctions imposed on Russian Federation would be "ripped up" by the new administration, according to a whistleblower account made public Wednesday in a letter written by Rep. Elijah E. Cummings.

As the president spoke, Flynn reportedly texted Copson that the nuclear project was "good to go", the witness said Copson told him.

On Wednesday Cummings sent the whistleblower's account to committee chairman Trey Gowdy with a request that he issue subpoenas to White House officials, including chief of staff John Kelly, as well as Flynn, Copson and their other business associates for material that would corroborate the whistleblower's statements.

Copson showed his phone with the text message to the whistle-blower, who saw that the time stamp of the message was 12:11, but didn't read the text.

These statements from Flynn to Alex Copson, managing partner of ACU Strategic Partners, reveal Flynn's attempt to "manipulate the course of global nuclear policy for the financial gain of his former business partners", Democratic representative Elijah Cummings wrote in a letter Wednesday. "These grave allegations compel a full, credible, and bipartisan congressional investigation".

The whistleblower also alleges that Copson said Flynn had assured him that USA sanctions on Russian Federation would be "ripped up" as soon as Trump was inside the White House. The account was first reported by The New York Times. Flynn's consulting firm, the Flynn Intel Group, had numerous clients exploring business ventures that would require some involvement from federal government agencies.

The ACU plan involved some two dozen nuclear power plants around the Middle East, to be developed jointly by the United States and Russian Federation.

Former White House national security advisor Michael Flynn was texting with a private business associate even as Donald Trump delivered his inauguration address, a whistleblower says.

"Mike has been putting everything in place for us", the whistleblower claims Copson said.

On Inauguration Day, according to the letter, the whistleblower met with an individual who was working with Flynn to promote a project with Russia, Alex Copson, who told the whistleblower that Flynn would ensure the sanctions would be removed, paving the way for the project to continue.

"Mr. Copson explained that Gen. Flynn was making sure the sanctions would be ripped up as one of his first orders of business and this would allow money to start flowing into the project", Cummings said, quoting the witness. "I couldn't be better". Cummings wrote that Mueller's team asked lawmakers to hold off on a public release of this information until certain investigative steps were taken. He was ousted as national security advisor after only 24 days on the job.

Gowdy has pressed back previously on the demands for records, saying he does not want to impede the Special Counsel investigation.

Neither Gowdy nor Flynn's attorney, Robert Kelner, responded immediately to a request for comment.

Cummings has argued that the Flynn plea deal should alleviate that concern. He said Flynn did not cash the check, however.

The whistleblower is not named in the five-page letter that Cummings shared with ABC News on Wednesday, and is unlikely to identify him or herself, fearing retaliation.
