European Union signs landmark new defence pact

The pact, which has been in the works for more than a year, is part of efforts led by Germany and France to push closer defense ties as a way of rebooting the bloc after Britain's referendum to leave.

The European Union took a step towards closer defence ties yesterday, with 23 states signing a landmark pact aiming to boost cooperation after Brexit and as Russian Federation flexes its muscles to the east.

Ireland, Portugal, and Malta are undecided whether to join. Germany wanted the pact to include as many countries as possible while France wanted it to be as militarily ambitious as possible, they said.

The possibility of the Permanent Structured Cooperation in the area of defence security and defence policy was introduced by the Lisbon Treaty.

Defence experts said the success of the new project would only be clear when Paris and Berlin resolved their competing visions for European-wide military cooperation.

The agreement also commits countries to "regularly increasing defense budgets in real terms" as well as devoting 20 percent of defense spending to procurement and two percent to research and technology. German Foreign Minister Sigmar Gabriel stressed it would have economic benefits. "I think that European cooperation on defense questions will rather contribute to saving money - we have about 50 percent of the United States' defense spending in Europe, but only 15 percent of the efficiency".

With the notification signed, a final decision to launch the defense cooperation framework is expected in December. And despite calls from Commission President Jean-Claude Juncker to set up an European Union army, this idea remains "something which is very unlikely", Luik said.

The member states who signed the joint notification are: Austria, Belgium, Bulgaria, Czech Republic, Croatia, Cyprus, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Latvia, Lithuania, Luxembourg, the Netherlands, Poland, Romania, Slovakia, Slovenia, Spain and Sweden.
