New Zealand has a proportional voting system in its general elections.

He served as Maori affairs minister when National was elected in 1990 but was sacked over outspoken criticisms of his own government and went on to form New Zealand First (NZF).

With 90 per cent of the votes counted, National looks to have secured 58 seats in the next parliament but even with their sole surviving current coalition partner it's still not enough to get them over the line. "In the next few days we will begin discussions with New Zealand First on finding common ground and form. a strong and stable government for all New Zealanders". It is shaping up to be the closest election since 2005, with opinion polls swinging wildly. This means that the voters in New Zealand may have to wait for days or weeks before knowing who will be their next leader as different political parties try to negotiate with each other to secure a majority.

But who New Zealand First will favour remains unclear.

The National Party, which has held government for the past three terms, attacked her financial credibility, arguing that only English had the experience to maintain strong economic growth.

But the process could take time.

"There's conversations that need to be had and we're open to those", she said.

The full force of "Jacindamania" was on display at Auckland's Aotea Centre, the attendees chanting and applauding so loudly as the 37-year-old party leader entered the building they drowned out and cut off the preceding speaker, party president Nigel Haworth.

There were 3.2 million New Zealanders registered to vote in the election, with a record 1.2 million of them opting to cast ballots early.

Peters has played kingmaker twice before.

For English, who campaigned heavily on National's economic credentials after taking the party leadership previous year, the strong showing was a vindication after National crashed to its worst ever election result in 2002 under his first stint as leader.

Ardern has enjoyed a remarkable surge in popularity since taking over as opposition leader last month.

Labour's Ardern was vying to become New Zealand's youngest leader since 1856.

"It's possible", Bramwell said, that the Labour Party could gain power in a scenario where the party aligns with the Greens and gains the support of New Zealand First. In the past, the party formed a ruling coalition with National and has been a non-cabinet ally of Labour.

Voter engagement was high, with more than 800,000 taking advantage of early voting by Thursday, nearly double the number who had done so at an equivalent point in the last election.
