Interior Secretary Ryan Zinke's review of national monuments has produced a mish-mash of recommendations that raise more questions than they answer, according to Public Employees for Environmental Responsibility (PEER).

"We worked with these communities for well over a decade and settled on some great compromises that allowed for traditional use", St. Clair said.

According to the memo, the Cascade-Siskiyou monument includes 16,591 acres of O&C timber lands.

Sen. Dean Heller, R-Nev., said the Obama administration's declaration was "an example of extreme overreach and the failed Washington-knows-best mentality". Zinke's report explains the area contains "an estimated several billion tons of oil and large oil deposits".

Adams rejects the idea that the monument designation at Bears Ears was needed to protect Native American cultural resources, saying those resources were already protected by federal law without the designation.

The entire premise of this review - ordered by President Trump in April 2017 - was to gather public comments for monuments that may not have received a formal comment period prior to designation. There is no reason to shrink the monument except to open it up to coal mining. "Secretary Zinke has just sold out public lands and all the people who rely on them". Northeast Canyons and Seamounts, Atlantic Ocean 9.

It's unclear who would benefit from modifying the monument.

"We believe the Trump administration has no legal authority to alter or erase protections for national treasures". Its inclusion can most likely be chalked up to Secretary Zinke's disdain for America's conservation legacy.

The Organ Mountains-Desert Peaks has proven somewhat more controversial with local ranchers, covering almost a half-million acres from the jagged peaks that define the Las Cruces skyline and stretching across a swath of the Chihuahuan desert.

Organ Mountains-Desert Peaks was established in 2014.

The monument features a mix of cliffs, plateaus, towering rock formations, rivers and canyons. Gold Butte National Monument, Nevada 5.

Conservationists, tribal leaders and some elected leaders rallied in August to keep pressure on the White House to ensure the monuments remained intact.

"The report does not define "a healthy forest" or 'active timber management.' We'll just have to wait and see", Lucas St. Clair, whose family donated the acreage to the federal government previous year, told the newspaper.

Bob Rees, founder of the Clackamas, Ore. -based Northwest Guides and Anglers Association, said he "has never been more disappointed" in the proposal to roll back protections in the Cascade-Siskiyou monument.

Bob Rees, executive director of the Association of Northwest Steelheaders, disagreed, calling the proposal "the worst attack on OR hunters and anglers I've seen in my 20 years as a fishing guide". He also noted that while the permitted amount of grazing is the same as it was in 1996, the number of cattle in the monument has decreased because of restrictions on moving water lines, vegetation management and maintenance of fences and roads. Such a move would go against the wishes of the St. Clair family, which donated Katahdin Woods and Waters to the American people specifically so it would be "unimpaired for future generations' enjoyment". The Bears Ears designation angered Republican politicians in Utah, who want the land available for possible gas, oil and mining use - and who directed Trump's attention to the issue of national monuments. That shows the marine monuments work not only for marine life, but also help fishing.

Zinke's memo also recommended that Trump reduce two ocean monuments in size: Pacific Remote Islands, a vast area southeast of Hawaii that includes Wake Island and Johnston Atoll, and Rose Atoll, west of American Samoa.
