Bangladesh's foreign minister has said that "a genocide" is being waged in Myanmar's violence-hit Rakhine State, triggering an exodus of almost 300,000 Rohingya to his country.

The humanitarian aid will be delivered via Azerbaijani cargo airline Silk Way Airlines to Bangladesh, which temporary sheltered Rohingya Muslims.

These include: urgent and sustained action to prevent violence, maintain peace, foster reconciliation, assure unhindered humanitarian access and address the issue of citizenship.

Citing the two refugee camps in Cox's Bazar in south-east Bangladesh - home to almost 34,000 Rohingya refugees before this influx, UNHCR said the population has more than doubled in two weeks, totaling more than 70,000 and called urgent need for more land and shelters. The package would be "immediately sent to the oppressed people of this country if we receive authorization from Myanmar", he said, adding it had been ordered by President Hassan Rouhani.

She said, however, that many in Cox's Bazar would say the government's aid so far has been "inadequate".

The UN special rapporteur on human rights in Myanmar has said the latest violence may have left more than 1,000 dead, majority Rohingya.

"The UN and INGOs have not been very welcome in Rakhine and...they are not able to operate and ensure the safety and security of their staff and volunteers", said Joy Singhal of the International Federation of Red Cross and Red Crescent Societies (IFRC). Myanmar has said it is was counting on China and Russian Federation to protect it from any Security Council censure.

Based on interviews with witnesses and analysis by its experts, Amnesty said there appeared to be a targeted use of landmines along a narrow stretch of the northwestern border with Rakhine state.

Azril said the Bangladesh government had, on Sept 8, taken a diplomatic initiative by proposing to Myanmar to create a "safe zone" inside its Rakhine state under the surveillance of the United Nations (UN).

At least 294,000 Muslim Rohingyas have fled across the border to Bangladesh since fighting broke out on August 25, according to a situation report from the Inter Sector Coordination Group (ISCG) in Bangladesh.

The latest outbreak of violence is the worst since then, with many calling on de-facto Myanmar leader Aung San Suu Kyi to intervene.

"The world community must come forward to help them, not by putting pressure on Bangladesh but by putting pressure on Myanmar not to resort to these atrocities and violence", said H.T. Imam, a senior aide to Bangladesh Prime Minister Sheikh Hasina.
