The company delivers more than 100 million gallons of refined petroleum products.

"We now estimate that we will be able to return to service from Houston on Sunday, following an evaluation of our infrastructure and successful execution of our start up plan", a Colonial release states.

But, he says, rumors of gas shortages are mostly what's driving a rush to fill up at the pump.

Railroad Commissioner Ryan Sitton assured Texans on Thursday that there is no gas shortage.

So what is the bottom line according to Sitton?

After Hurricane Harvey stalled out over Houston causing refineries to close, gas futures went up, and prices rose about 10 cents per gallon. There is not a gasoline shortage in the United States.

"Please purchase gas as you would normally do", San Antonio Mayor Ron Nirenberg said in a statement.

"It really is a perception issue at this point", Hallerman said. "There's nothing in the market that will make anyone not get gasoline".

"So people who wouldn't ordinarily buy gas until next week or the week after are racing out to buy gas and that's depleting the supplies as well", Mason said.

"Virtually every gas station in the US, especially in Texas, is refilled by a truck", said Sitton.

The shutdown of two refineries made it hard to get the gas where it needed to be. "If Dallas consumers are victims of fraud by gas stations, we urge them to contact our agency's consumer protection hotline so that we can investigate and take appropriate action".

On Friday morning across the state of Texas, lines snaked out into the streets in multiple directions as motorists queued to fill up their gas tanks.

Meanwhile, price gouging and panic buying is reportedly also underway in Austin, Texas. Sitton encouraged them to take note of any suspected hikes.

"Even if all the refineries were running, we'd still be having this issue", he told the Texas Tribune. "If you price gouge anybody, you could be subject to penalties of up to $25,000 per incident".

Just like the banks, Sitton said there's plenty of supply, but it will take longer to get that gasoline to the stations due to the high demand.

The increase in North Texas is worse. "But you don't need to go fill it up every time you go around the block and top it off again", said Burns. "The second part of that is the transport carriers simply couldn't keep up with it".

RaceTrac also reported intermittent supply issues in DFW and will be posting a list of locations with fuel available, the company stated in a release.

Mason said drivers can expect this to continue for possibly another week before all refineries are back in production, shipping their regular amounts.
