International, US Non-state Actors Advance Climate Action

Almost 300 mayors, representing 60 million Americans, have also committed to adopt, honor, and uphold the Paris Climate Agreement by becoming Climate Mayors.

The coalition now includes 224 cities and counties, nine states, 314 colleges, and over 1,600 businesses and investors.

A coalition of U.S. states, cities and businesses have pledged to collaborate on efforts to drive down greenhouse gas emissions in a further signal of defiance against President Trump's decision to pull out of the Paris Agreement.

Jerry Brown announced yet another plan Wednesday to keep the United States on track to reduce greenhouse gas emissions under the global Paris climate agreement.

The plan would be the first to quantify the work of cities, states, and businesses, underscoring the wider effort to keep the U.S.in line with previous Paris agreement pledges without the support of the federal government. "Reducing emissions is good for the economy and good for public health".

In 2015, during the lead-up to the Paris conference on climate change, the USA submitted its "Nationally Determined Contribution", committing to reduce emissions 26 to 28 percent by 2025 (based on 2005 levels).

"To see states and cities in the USA and territories and regions around the globe align their ambition and plans with the aims of the Paris agreement is nearly unprecedented in the history of U.N. environmental treaties", Nick Nuttall, director of communications and outreach for the United Nations Framework Convention on Climate Change (UNFCCC) told ThinkProgress.

"Today we're sending a clear message to the world that America's states, cities and businesses are moving forward with our country's commitments under the Paris Agreement - with or without Washington", Brown said in a statement.

It's the latest effort by cities and states, and Brown in particular, to fight back against President Donald Trump's decision to withdraw the United States from the global pact. "We're already halfway there".

Commissioned by Brown and Bloomberg, the Rocky Mountain Institute and the World Resources Institute will jointly lead an inclusive analytical effort supporting America's Pledge, with involvement by a broad set of stakeholders to be announced later this year. For example, Brown was recently named as a special advisor for states and regions ahead of this year's United Nations Climate Change Conference (COP 23). Instead, the cities, states, and businesses - known in official United Nations parlance as "non-party stakeholders" - will join a registry known as the Non-State Actor Zone for Climate Action (NAZCA).

"Although the focus right now is on the states and cities in the United States following the announcement by the new administration, the fact is that this is part of a movement of sub-national governments around the world to contribute to the global climate agenda", Nuttall said. Bloomberg Philanthropies encompasses all of Michael R. Bloomberg's charitable activities, including his foundation and his personal giving.
