US President Trump Signs "Buy American, Hire American" Order

The executive order also targets the H-1B visa program, which allows companies to hire skilled foreign labor. As he nears the 100-day benchmark of his presidency, Trump has no major legislative achievements to tout but has used executive orders to seek regulatory changes to help the US economy.

The "Buy American, Hire American", program targets the H-1B visa program, which the White House said undercuts USA workers by bringing in large numbers of foreign workers, driving down wages.

The order will also see a shift away from a lottery system to decide which workers receive the 85,000 annual visas, with preference now being given to those that are better-qualified. "It's called the sledgehammer", Trump said Tuesday during a speech at Snap-on Tools, a company in Kenosha, Wisconsin.

In his ongoing effort to crack down on illegal immigration and undermine the tech sector, President Trump (aka 45), has issued a new Buy American, Hire American executive order.

"The more attention the new president pays to world stage including North Korea and Syria, the less chance there is of a reflated America".

"The policy of our government", Trump declared, "is to aggressively promote and use American-made goods".

"The reality is that 70 per cent of H-1B visas issue do go to Indian nationals but Indian companies get less than 20 per cent of the visas".

Specifically, the review will take into account whether waivers in free-trade agreements are leading to unfair trade by allowing foreign companies to undercut American companies in the global government procurement market. A famous case would be Walt Disney, who replaced a large number of USA technology workers with foreign workers who were willing to accept lower wages.

A majority of them work in the tech sector - some for US firms, others for Indian outsourcing companies such as Tata Consultancy Services and Infosys, who provide services for huge swathes of corporate America.

About 6 percent of the visas now go to the Labor Department's top skill level, while 8 in 10 workers using the visa are paid less than the median wage for their fields, the White House said in a fact sheet distributed to reporters. Many Trump-branded products, such as clothing, are made overseas.

Trump said at one point during the presidential campaign that he supported high-skilled visas, then said he opposed the program.

Potential changes could be administrative or legislative and could include higher fees for the visas, changing the wage scale for the program or other initiatives.

He said it's refreshing to have a commander-in-chief who emphasizes the vital importance of American manufacturing.

Trump has said he would like to reform the United States immigration system, including the H1-B visas, but has so far focused most of his attention on cracking down on illegal immigration, with greater immigration enforcement and a proposed border wall with Mexico. But he added, "It's not as aggressive as it needs to be".
