Erdogan spokesman Ibrahim Kalin made the comment in an interview with broadcaster CNN Turk.

The PKK has been waging an insurgency against the Turkish state since 1984 that has killed over 40,000 people.

"Turkey has tried to convince us of that at every level but so far it has not succeeded", Kahl was quoted as saying by the "Spiegel" news magazine.

The European Union and United States consider the PKK a terrorist group and it is banned in Germany.

The Turkish foreign ministry said in a statement that Germany's toleration of a rally with symbols of a group that it itself regards as a terror outfit was the "worst example of double standards".

Turkey condemned the gathering as "unacceptable" and accused Germany of hypocrisy for allowing it.

Participants of the rally, waving PKK flags, shouted support for "no" vote in the upcoming referendum, in which a "Yes" vote would introduce an executive presidency advocated by the government and Erdogan, who protesters also condemned.

Erdogan's spokesman said the remarks were "proof" Berlin was siding with Gulen and his supporters.

Police in Frankfurt, where hundreds of officers were deployed to the event, described the protest as peaceful and said on Twitter that most of the demonstrators had complied with German laws, adding: "We want to guarantee they can exercise their fundamental rights".

Turkey has been embroiled in an angry diplomatic dispute with Germany and the Netherlands after both countries prevented Turkish ministers from addressing rallies of expatriate Turks, citing safely concerns. "Why are they protecting them?"

Critics say the constitutional change would give Erdogan too much power.

With the increasing tensions between Germany and Turkey, German authorities has cancelled several Turkish high-ranking officials' visit and public rally in Germany since early this month, claiming reason of security problems or capacity limitation.

Ankara blames Gulen's network of followers in the military for a failed coup attempt in July, when a group of rogue soldiers seized tanks, helicopters and war planes to attack parliament and attempt to overthrow the government. More than 240 people died in the attempt.
