May said that the British government could negotiate a deal with Brussels that benefited the whole country, including Scotland, whose electorate widely voted for Britain to remain in the European Union in last June's referendum.

The Conservatives are urging voters in the Scottish local elections to back them to send a signal to the SNP not to hold a new referendum.

Ruth Davidson, the Conservatives' leader in Scotland, told The Daily Telegraph newspaper there was "every chance" the SNP would lose by a bigger margin than in 2014.

While few would doubt her commitment to the Union, her decision to raise the prospect of Scotland not being handed powers now on their way from Brussels was a peculiar one.

The PM will tell the Scots Tory conference she is committed to keeping the United Kingdom together - despite the First Minister being poised to call a second referendum.

In an exclusive interview with The Courier, the Prime Minister said Nicola Sturgeon's government has "tunnel vision" on the constitution and has neglected domestic duties as a result.

Scottish First Minister Nicola Sturgeon and leader of the Scottish National Party (SNP) which campaigned for the last referendum on independence in 2014, gave yet another hint on Wednesday that her government may seek another such vote, warning it may be a "necessary" step to protect Scotland's interests.

It now appears that the SNP has gotten its wishes, and despite her stern denials, Theresa Mays team is preparing for Scotland to potentially call independence referendum in March to coincide with triggering of Article 50, the Times of London reported late on Sunday, citing unidentified senior government sources.

Scotland's Europe minister has demanded a separate Brexit deal for Scotland, which would separate its immigration system from the rest of the United Kingdom, retain freedom of movement and maintain European Union single market access.

May said there is "no economic case for breaking up the United Kingdom".

"I think that the SNP often treat politics as a game". Scottish schools, which once led the world, are now outperformed by schools in England, Northern Ireland, Estonia and Poland.

"While the SNP propose that decision-making should remain in Brussels, we will use the opportunity of Brexit to ensure that more decisions are devolved back into the hands of the Scottish people". But standards have fallen and Scottish young people are losing out.

In her speech today, Mrs May will add: 'People in Scotland deserve a First Minister who is focused on their priorities - raising standards in education, taking care of the health service, reforming criminal justice, helping the economy prosper, improving people's lives.
